Most Indian casinos are
poorly regulated at best.
Federal level regulation is by the
NIGC, an agency which is severly understaffed by it's
own admission. Next level is State regulation which
again provides little actual onsite regulation, since
most states have underfunded and understaffed agencies.
Last Level is the Tribal Council, which is
supposed to oversee the day to day operations of Indian
Casinos. Since the Tribal Council is made up of the very
prople who own the casinos, I guess you could say that
the Indian Casinos are mostly regulated by
themselves.
The primary purpose of the NIGC
is keep organized crime out of the Indian casinos - this
is from their charter - "Our primary mission is to
regulate gaming activities on Indian lands for the
purpose of: shielding Indian tribes from organized crime
and other corrupting influences; ensuring that Indian
tribes are the primary beneficiaries of gaming revenue;
and assuring that gaming is conducted fairly and
honestly by both operators and players,"

relatively small organization, and the depth and breadth

You really need to read this full
testimony script of you play at any Indian Casino on a
regular basis. In it the NIGC makes clear that there is
little if any reglulation on the Class III gaming

Indian Casinos are subject to far less
regulation than non-Indian casinos, and often they are
the only game in town, located in remote areas.
Visitors to these casinos generally
are traveling quite far away. Once they are
there, if they find the house rules are
unfavorable, there is no alternative, they are stuck at
this destination
As a result, Indian Casinos can provide a
lesser return to the player, by boosting the house
edge at almost every chance they get. They usually offer
slots with low percentage payouts, offer fewer machines
with bigger payouts, or salt the slots area with very
low payout machines.
They usually play some
rules at blackjack that are not to the players
advantage, to further boost the house edge. Also some of
them make you place an "ante" at the blackjack table to
play, and this is not a bet, just a fee they
keep!
